The Defense Advanced Research Projects Agency - Defense Information Systems Agency Advanced Information Technology Systems Joint Program Office, acting as the contracting and technical agent for the Defense Airborne Reconnaissance Office, last week signed agreements with two contractor teams for the second phase of the Tactical Common Data Link (TCDL) program.
The team of Harris Corp., Melbourne, Fla., GEC Marconi Hazeltine Corp., Wayne, N.J., and TSI TelSys Inc., Columbia, Md., was awarded an $8,050,000 modification to an existing agreement. The Harris Corp. team is providing $2,050,000 of this total as their cost-share.
The team of L3 Communications, Salt Lake City, Utah, and Rockwell Collins, Cedar Rapids, Iowa, was awarded a $6 million modification to an existing agreement.
During the 18-month second phase, each team will build, test, and demonstrate prototype airborne and surface terminals, and deliver five airborne terminals and one surface terminal.
The TCDL program will develop a family of interoperable digital, secure, data links that will support both unmanned and manned airborne reconnaissance platforms. The TCDL system will initially be tested on a Predator unmanned air vehicle, and may be used by other systems, including Outrider, Hunter, Pioneer, Guardrail, Airborne Reconnaissance Low, or Navy P-3 platforms. TCDL will support these systems with air-to-surface transmission of radar, imagery, video and other sensor information at data rates of up to 10.7 megabits-per-second at ranges of up to 200 kilometers. The TCDL program's goal is to lower the cost, increase the availability, and increase competition for common data link interoperable equipment. The program is emphasizing an open systems architecture of state-of-the-art communications technology using commercial items and industry standard interfaces. The programmable features of the TCDL design will enable maximum flexibility in the data, while still allowing the system to interface with legacy common data link systems already in use by DoD.

Concurrent Technologies Corp., Johnstown, Pa., was awarded on March 11, 1998, a $8,750,000 modification to a previously awarded $17,591,150 grant for continued support of the National Applied Science Engineering Center to apply advanced software engineering technologies to civil-military industrial problems. Work will be performed in Johnstown, Pa., and is expected to be completed by May 1999. Contract funds will not expire at the end of the current fiscal year. The grant is a follow-on modification to a previously awarded grant. The Defense Advanced Research Projects Agency (DARPA), Arlington, Va., is the contracting activity. (MDA972-97-1-0020).
MRJ Technology Solutions, Fairfax, Va., is being awarded an $8,787,868 cost-plus-fixed-fee contract to provide for design and development of the following prototype software tools in support of intelligence requirements: a Strategy Builder which will accept requirements and constraints to develop processing, exploitation, and dissemination strategies; an Intelligence Surveillance Reconnaissance Modeling and Assessment Toolkit; and an Indication and Warning Predicator. There were 19 firms solicited and 18 proposals received. Negotiations were completed March 1998. Contract funds will not expire at the end of the current fiscal year. TASC, Inc., Reston, Va., is being awarded a modification to a delivery order amount of $1,622,659 as part of a $5,776,461 cumulative total (if all options are exercised base plus four years) contract for information operations support for all U.S. Army land information warfare activity sites world wide. Work will be performed in Reston, Va., and is expected to be completed by Sept. 30, 1998. Contract funds will expire at the end of the current fiscal year. There were 98 bids solicited on March 12, 1997, and four bids received. The contracting activity is the U.S. Army Information Systems Command, Fort Belvoir, Va. (DASC01-98-D-0008).

GTE Government Systems Corporation, Taunton, Mass., is being awarded a delivery order amount of $13,247,907 as part of a $193,815,240 firm-fixed-price contract for common hardware/software maintenance, software license for various computer parts, various hardware and software items for different customers in support of the CHS-2 program, to fulfill the requirements of this contract. Work will be performed in Taunton, Mass., and is expected to be completed by Sep. 30, 1999. Contract funds will not expire at the end of the current fiscal year.
