Subject: Canadian SIGINT personnel

The attached file (291anxg.zip) contains a report on the Communicator Research (291) trade in the Canadian Armed Forces. This is the trade, working in the Canadian Forces Information Operations Group, that does the SIGINT intercept work for Canada's CSE. The report contains information on the state of the trade as of 1997 and a list of the location and job of every single one of the members of the trade, including detachments at Fort Meade and Medina RSOC in San Antonio.

The Department of National Defence posted this document on its website on at least two occasions. It is now gone for the second time, but DND has stated publicly that it is unclassified and that it was not a mistake to post it, claiming that it has been removed only because it is two years out of date.
