BXA and NSA representatives will discuss the current U.S. policy on encryption and will provide an overview of the interim rule published December 30, 1996, including license exception KMI and the licensing process. The program will also address upcoming revisions based on the Administration's initiative to promote the use of strong encryption by U.S. banks and financial institutions and their subsidiaries overseas. (See the encryption page [above] for a description of the encryption seminar.) An Export Management System (EMS) is an optional program companies may consider establishing to ensure that their exports and export decisions are consistent with the Export Administration Regulations. At this half-day session, Bureau of Export Administration (BXA) representatives will provide information on developing export management elements, including a Statement of Corporate Policy Commitment, Identifying Export Control Personnel, Record keeping, Training, Internal Compliance Reviews, and Non-Compliance Notification. Discussion will include how to develop various Screening Elements, such as Denied Persons, Diversion-Risk, Proliferation, and Product Classification/License Determination Screens. BXA will also discuss a sample order processing system and highlight suggestions for placement of the screens at key critical points within the order process.
