Subject: Ruling in _Bernstein v. Dept of State_

Judge Patel has issued another decision in _Bernstein v. Dept of State_,
wherein she grants an injunction against prosecution of Bernstein or any
other person for discussing/exporting Snuffle source code, but denies the
broader injunction requested.
