The following are now decontrolled:

- Products accompanying their user for the user's personal use (yes, you can now export your laptop even if it does have a copy of pgp on it!)

- After a one-time review, weak crypto (64 bits or less) is decontrolled  (it's not clear how this works legally)

- Very weak crypto (56 bits or less symmetric and/or 512 bit or less RSA or DH) doesn't need a review

- Analogue crypto

- Cordless telephones

Software "In the public domain" was _not_ decontrolled.

The rules on intangibles did not change.
