   PUBLIC KEY INFRASTRUCTURE (PKI). This announcement is 
   limited to Information Technology Services Program (ITSP) 
   BPA holders only. See the website at

1. The Electronic Systems Center 
   (ESC), Information Assurance (IA) Product Area Directorate 
   (PAD), San Antonio, Texas, requires Contractor support to 
   provide the following: administrative support for new system 
   program office (SPO); training support for local 
   registration authority (LRA) personnel; technical support 
   for implementing DoD PKI for the Air Force and technical 
   support for implementing Air Force applications; providing 
   engineering services; integrating future DoD PKI 
   architectures; development and execution of application 
   testing. 

2. This requirement is limited to ITSP BPA holders 
   only. Please advise if your company would be able to provide 
   contract support for the requirement identified below by 2 
   Aug 99. At that time, those organizations that respond will 
   be sent a draft Statement of Objectives (SOO). Questions 
   will be accepted on the draft SOO until 10 Aug 99 and will 
   be addressed at a bidder's conference on 20 Aug 99. The 
   bidder's conference will be held in the Duncan Center on 
   Kelly Air Force Base, Texas from 8:00-11:00 a.m. 

Skills and Qualifications: 

Staff support: 

   Ability to perform 
   administrative support functions such as: recording and 
   publishing meeting minutes, presentation preparation, 
   correspondence coordination, and suspense tracking. 
   Administrative skills required (e.g. computer entry; note 
   taking, phone skills, thorough knowledge of office 
   automation tools). Estimated 2 persons needed. Trainer: 
   Experience in providing hands-on training. Training is 
   required for PKI local registration authority and issuance 
   of user certificates. Develop/modify course material. 
   Coordinate training schedules. Involves travel. Provide 
   program briefings. Formal instructor experience and 
   technical background required. Estimate 2 persons required. 

Technical support: Systems 

   Engineer/Designer/Integrator/Tester: Experienced in system 
   level structured analysis, design, and documentation of 
   computer software application; specific experience with 
   public key infrastructure required; recent specific 
   experience in the development of test plans, execution of 
   tests, and documentation of results; thorough knowledge of 
   operating systems and networking; recent specific experience 
   in NT programming is a plus; experience with legacy 
   application integration; demonstrated ability to work alone 
   with minimal technical supervision; traveling required. 
   Estimate 10 persons required. 

Registration support: Computer 

   Specialist: General experience in programming NT 
   workstations and networking; strong hardware skills; 
   extensive travel (international and continental US) two to 
   three weeks a month. Estimate 12 persons required. Trusted 
   Agent Support: Performs administrative support functions: 
   verifies user identification, initializes chain of trust, 
   ensures proper documentation is coordinated and filed 
   appropriately; extensive travel (international and 
   continental US) two to three weeks a month. Estimate 36 
   persons required. 

Place of Performance: 

   Work required of the 
   contractor shall be performed at SPO location or contractor 
   provided facility within 15-20 minutes of the SPO facility. 
   SPO location is still being determined. Optimum option for 
   the location of SPO is to co-locate contractor staff with 
   government staff within the CPSG facilities located at Kelly 
   AFB, San Antonio, Texas. Alternate option for the location 
   of SPO will be for contractor to provide facilities for the 
   SPO. Normal duty hours are 0730-1630. Normal duty days are 
   Monday through Friday, exclusive of federal holidays. NOTE: 
   If SPO facility is located within the CPSG compound area, 
   final security clearance will be required by contractor 
   personnel as required by the contract DD form 254. Period of 
   Performance: One year basic period with one-year option. 
   
Special Requirements: 

   Each contractor employee working on 
   this task shall (1) be a United States citizen, (2) Systems 
   engineer/designer/integrator/tester personnel shall have a 
   final SECRET security clearance, other personnel shall under 
   go a NAC check, and (3) maintain this clearance throughout 
   the life of the contract. Contractor must be available to 
   begin work 25 Oct 99.
