Actually that's the dome of the 15-inch astrograph that was removed in the early 1990's.

The telescope and dome were removed in 1993. There's no trace of its location now. Some time between 1993 and 1997 (when I came to work here) the service road that ran between Building 19 and Building 39 (the *real* 24-inch dome) was replaced by a concrete walkway. Building 38 was located abouth halfway along that road, about 20 meters to the north.
