Dear IAEA,

Would you please provide a copy of  the 7-volume "Currently Accurate, Full and 
Complete Declaration" (CAFCD) Submitted by Iraq, as described in the
Director's briefing of the Security Council on 19 December 2002, and
announced on the Internet at:

http://www.iaea.org/NewsCenter/Statements/2002/ebsp2002n010.shtml

The purpose of this request is to transcribe and publish these volumes on the
Web site cryptome.org, a forum for information on national security
affairs.

We have received several requests from educational institutions and
individuals for these volumes.

The US State Department has recently written to me in response to a 
Freedom of Information request that it does not have a copy of this 
material.

I shall be pleased to pay for reproduction and shipping costs. Or if
the documents are available in New York, I shall arrange to have
them picked up from the IAEA UN office.

Dear L. Wedekind,

Thank you for responding. Would you be able to provide
a version of the document with its safeguards information
redacted?

We understand the need to protect safeguards information but
as you are aware there is considerable public and scholarly 
interest in learning as much as possible about the history and 
current state of nuclear development, in particular that of the 
Middle East and Korean Peninsula.

The Iraq compilation of documents continues to be a magnet
for interest, thanks to the IAEA's most admirable pursuit of
reliable information. We encourage IAEA to weigh the need to
protect dangerous information against the public's desire to
know more about the threat so long concealed by secrecy
requirements. There is a renewed interest in asking for a
redefinition of past secrecy requirements to reflect skepticism
of what nation's are telling and not telling the public.

We will publish this correspondence in anticipation that you
will see the benefit of releasing information vital to public
support for you efforts.
