C33.1 Data Element Explanation.
C33.1.1 Describes the geographical location (GEOLOC) of a communication terminal or facility in terms of the established name of the place as listed in DIA, NIMA, and U.S. Geographical Survey published Gazetteer or DOT Atlas for CONUS. Guidelines concerning assignment of GEOLOC are as follows:
C33.1.1.1 Only approved GEOLOC as contained in this chapter will be used. Specifically, DOD installations (i.e., camp, post, station, etc.) will be utilized as the GEOLOC.
C33.1.1.2 If the GIG facility is not at a DOD installation, then the city, town, etc. will be used.
C33.1.1.3 If a GEOLOC for a desired location is not contained in the tables T33.1A through T.33.1Z [all tables listed below], DISA (NS51), should be formally requested to assign a new GEOLOC for that particular location.
C33.1.1.4 In those instances where the name exceeds the allowable characters, the name must be contracted (see paragraph C33.4 for rules for contracting location names).
C33.1.2 Abbreviation. Location.
C33.1.3 Data Expression.
C33.1.3.1 Type of Data: Literal or contracted.
C33.1.3.2 Structure: Alphanumeric.
C33.1.3.3 Length: Eight characters.
C33.1.3.4 Limitations: Left-justified, spaces permitted after first character, word, or abbreviation.
C33.2 Selection. The Telecommunications Certification Office (TCO) and the DISA provisioning office selects end terminals and applies in the TSR. Headquarters, DISA, and area DISA provisioning centers select enroute locations and incorporate into the TSO.
C33.3 Code Control.
C33.3.1 Requests for additions, deletions, or changes of location names will be submitted to Headquarters, DISA (NS51).
C33.3.2 Requests for additions or changes to the list must contain the following information:
C33.3.2.1 Full spelling as shown on local charts and maps.
C33.3.2.2 State or country code or name.
C33.3.2.3 DISA area number.
C33.3.2.4 Type of location; i.e., city, naval base, or receiver or transmitter site.
C33.3.2.5 Mailing address of the unit responsible for O&M. (Required for GIG facilities; i.e., switch or link terminal only, for Facility/Link reporting purposes.)
C33.3.2.6 Geographic coordinates (latitude and longitude). If the location is classified when coordinates are included, the request from the submitting agency will be classified accordingly. For satellite latitudes, use 000000Q for equator.
C33.4 Rules for Contracting Location Names. The location names used in the DISA Circuit and Trunk files will be constructed in the manner prescribed by the following rules. The rules apply to all geographic location names regardless of length and are designed to create uniform eight-character contractions to identify all geographic locations.
C33.4.1 Rule 1. The rules will be followed in strict numerical order, as any deviation will result in an incorrect contraction.
C33.4.2 Rule 2. The anglicized version of place names is used when there is a common anglicized version. Examples are as follows:
WEIN use VIENNA
KOLN use COLOGNE
C33.4.3 Rule 3. Accent
marks, umlauts, and punctuation that is part of a name is not used.
Examples are as follows:

C33.4.4 Rule 4. No spaces will be used in two or more word place names when the use of the space exceeds the eight-character limit, even when abbreviations are required in compliance with rule 5; however, in the event compliance with rule 5 results in a contraction of less than eight-characters in a two or more word place name, enter spaces starting from the left after first character, word, or abbreviation, as applicable. Examples are as follows:

C33.4.5 Rule 5. In place names of two or more words, the following standard abbreviations are to be used when the words are used as separate words, with another word, or in combination with each other. These abbreviations are always used regardless of the length of an abbreviated name. Use no other abbreviations. Numerals or letters required completing certain place names; i.e., NAVAL DISTRICT, will follow the abbreviation.

C33.4.6 Rule 6. If rules 1 through 5 still result in a word that is too long, eliminate vowels, starting at the right of the place name. Do not omit "Y" or any initial vowel, whether it is the first letter of the word or the initial letter of a two-place name preceded by standard abbreviation. Do not eliminate any vowel that is part of a standard abbreviation.

C33.4.7 Rule 7. If the result is still too long, eliminate one of any double letters, starting at the right, and excepting those caused by any part of a standard abbreviation.

C33.4.8 Rule 8. If the result is still too long, eliminate letters as follows, starting from the right, excluding any part of a standard abbreviation or the initial letter following a standard abbreviation.

Eliminate "H" from "TH" Eliminate "T" from "ST"
Eliminate "C" from "CK" Eliminate "H" from "CH"

C33.4.9 Rule 9. If the result is still too long, eliminate the letter "R" from the word, starting from the right and excepting any part of a standard abbreviation, an initial letter, or the initial letter of a word following a standard abbreviation.

C33.4.10 Rule 10. If the result is still too long, delete all characters over eight, commencing at the right.
