SLOW-MOTION HOLOCAUST IN THE CONGO

The current occupation of over half of the territory of the Democratic Republic of Congo (DRC) by the military forces of Rwanda, Uganda with Tutsi militias from Burundi has led over the last five years to the systematic economic pillage and environmental degradation of tropical forests, denudation of the soil resulting from Coltan, Gold and Diamond exploitation; and the mass killing of Congolese fauna such as the Okapi and the low-land Gorilla. This tragedy runs parallel to the scale of human suffering inflicted by these same forces in which an estimated three and a half (3.5) million Congolese have died or disappeared under the Ugandan and Rwandese occupation according to the International Rescue Committee based in Washington DC - www.theIRC.org

The Congolese Green Movement remains seriously concerned at the rapid decline of the Okapi antelope endemic to the Congolese forest basin as a result of it being slaughtered to feed the Ugandan military (UPDF) in north eastern DRC. The lowland Gorilla in Congo is nearing extermination because it is being shot as "bush-meat" to feed the miners removing Gold ore, the mineral Coltan and alluvial diamond on behalf of the Rwandese Patriotic Army (RPA) of military dictator Maj. Gen. Paul Kagame. The Rwandan business clans around Kagame, the Akazu, along with the leadership of the RPA front organization on DRC soil, the Congolese Rally for Democracy (RCD) are directly responsible and materially benefit from these crimes against the environment. The leading figures responsible and enriching themselves in the Rwandan junta thus far identified are listed at the bottom of this communiqué. Accordingly the Congolese Green Movement with the full endorsement of the Congolese National Party of which it is part calls on participant Governments, the United Nations to:

• Exert every conceivable pressure on Rwanda and Uganda to end their occupation of DRC and cease immediately, pending the withdrawal of their forces and demobilization of their proxies in DRC, all strip harvesting of tropical hardwood lumber, mining of Gold ore, diamond and Coltan, and the butchering of Congolese fauna;

• Recognize the scale and savagery of the environmental and humanitarian tragedy in occupied eastern and northern DRC has the import of a slow-motion holocaust; and set about establishing the true extent of these horrors inflicted on the DRC and its people with a view to reparations at some future date and judicial punishment of those responsible;

• Identify the international firms trading in the stolen produce of DRC and place them under legal injunction on the territories of UN member states to first cease with immediate effect from dealing with stolen produce supplied by Uganda, Rwanda and Burundi or the RCD; and secondly seize the monies and goods of these business interests with a view to funding reparations;

• Act to prevent the Akazu business clans and members of the Rwandan junta identified below from the operation of banking accounts on the territory of UN member states, seize them with a view to funding reparation to DRC at some future date and prevent the free movement of their persons across members' territory.

• Asks Green Parties and environmentally conscious organizations to raise these concerns with their government legislators and the United Nations Organization; declare their support for the people of DRC and the Congolese acting in defence of the environment
