Related: Cryptome made an FOIA request (below) on July 4, 2010 to US Army Central Command (CENTCOM) for information on the Bradley Manning matter. CENTCOM apparently forwarded the request to the US Army Criminal Investigation Command (USACID). An initial response (below) was received yesterday with the identification of Manning omitted to comply with privacy law. No request had been made to USACID or other US Army for any other "active investigation."

Note: on 21 July 2010, the CENTCOM FOIA office confirmed by email the USACID letter pertains to Bradley Manning.

The recent limited financial disclosure from the Wau Holland Foundation has revealed that no European donor funds have been spent in the provision of a legal team for PFC Manning; in detention for passing documents to WIKILEAKS.

We all remember the recent emails requesting $50,000 in donations in order to hire, and fly a legal team out to Kuwait. As we speak no legal team has been provided, and no attorney provided by Wikileaks has made contact with the JAG office in Kuwait.

In addition to this, the Wau Holland financial release confirmed that there were sufficient funds available to provide immediate assistance to PFC Manning, and that they would have no objection in disbursing the funding such an initiative.

Yet you (Assange) did nothing. You saw this as an opportunity to extract another $50,000 from the loyal and committed WIKILEAKS donors.

You have not provided any information concerning the firm of attorneys WIKILEAKS is dealing with for Manning's defence; for the simple reason that none has been hired to pursue Manning's defence.

We (Insiders) agree with this assessment. However, what is not widely known and understood is that the secure document submission page was deliberately disabled by Assange in order to prevent third parties uploading any documents leaked by PFC Manning.

This is an appeal of USACID denial of my FOIA request FA10-3371, dated
July 13, 2010.

The investigation of SPC Bradley Manning has widespread public interest
as indicated by numerous continuing news reports, articles, blogs,
essays and readers comments.

There is considerable speculation about how SPC Bradley is being
treated, the extent and capability of his legal representation, and
concern about the accuracy of news reports on charges and
allegations made against him.

There has been no information from Spc Bradley or his legal
representative which might counterbalance public speculation.

To respond to public interest and concern and to provide accurate
information, it would be beneficial for the single public release on
the investigation by the US Army to be supplemented with 
ongoing releases of information as the investigation continues.
