Dear Sir:

As a prisoner currently in cell A111 of the Special Housing Unit (SHU), I have been accusing your staff of illegally copying my mail (not merely reading it) and sending copies of that mail (or scans) to other personnel outside the USP Tucson. Their goal is to steal my valuable inventions, not any legitimate penological or security interest. Their intent was to falsely claim that my intent to file a patent was 'running a business,' a laughably transparent assertion. (Have they abandoned that ruse?)

Your staff has, so far, completely failed to deny my accusations. They have also completely failed to respond to any memo ("cop-out") I have sent them in many months. They have also continuously obstructed my ability to 'petition the government for redress of grievances.' (see the First Amendment to the U.S. Constitution.) They have done this by obstructing and minimizing my access to the law library at SHU, tampering with the law library wait list, deliberately putting few people through that law library, not opening a second law library room, etc. These obstructions are ongoing, even today!

Your staff has also obstructed my access to Notary Services, intending to prevent me from documenting my inventive progress. The combination of your staff's illegal activities was and is to prevent me from obtaining US patents on my inventions, and allowing the BOP (or government personnel, or agencies) to steal the ideas, or obtain an early warning to the inventions, allowing these personnel or agencies an unfair and illegal ability to anticipate my own continuing inventive efforts. Their actions are continuing.

I am filing an objection to your staff's improper actions with the Patent and Trademark Office. But, I also demand that you disclose to me and the Patent and Trademark Office copies of all letters that your staff has copied from my correspondence, the dates on which these copies were made originally, and the identities of the personnel and agencies (or contractors, other companies, corporations, governments, etc.) to which these copies or scans were made available, and when such copies were sent.

I also demand that you disclose to me and the US Patent and Trademark Office any documents, records, accusations, or suspicions which might arguably support your staff's actions, and you admit that these actions were at all times illegal and pretextual, despite such documents, etc.

Send all disclosures to me, my co-inventor Sam Bell, 7214 Corregidor, Vancouver, WA 98664, and the Commissioner for Patents, PO Box 1450, Alexandria, VA 22313-1450.
