18 February 2010. Cryptome spoke by telephone with ENS Fair (202-475-5797) this morning who confirmed that he had sent the email and that it was sent to Cryptome on purpose and not mistakenly, that similar emails were sent to other sites. He then said he did not have time to talk about it and offered to call back later. Cryptome said the confirmation was sufficient, thanks very much, that the email had been published on Cryptome.

Fair, If you are legitimately and with authorization acting on behalf of the Coast Guard and DHS, you are overreaching governmental authority to monitor public web sites for "inappropriate material" unless you have a court order to do so or that the President has issued an executive order for such invasive action. If you are doing this in secret or without appropriate authority, that is an even greater violation. While I do not control the website you reference, Cryptome.org, which I administer, hosts a number of FOUO documents for public information, including the Quintessenz document you referenced: http://cryptome.org/cyberstorm.pdf FOUO is a bureaucratic designation that is used to deny the public's right to information about the operation of government. It is in the public interest to have access to such unclassified documents. None of these FOUO documents will be removed except by order of a court having jurisdiction.
