Cryptome received an email today [below] and a follow-up telephone call from Daniel E. Cindrich, Security Specialist, Center for Army Lessons Learned, U.S. Army Combined Arms Center, Fort Leavenworth, KS.

Mr. Cindrich said he was calling "to offer help" to the person who provided Cryptome this document:

Cryptome asked what he meant by "helping" the source who is unknown to Cryptome.

Mr. Cindrich said the Army wanted to help persons who have access to such documents to comply with authorized procedures for handling FOUO documents.

Cryptome said it would like to help publicize those procedures and would he send or point to procedures for publication on Cryptome.

Mr. Cindrich said the Army has many sources for these procedures and his job is to help comply with them.

Cryptome said that is admirable and it would help the Army publicize these procedures by publishing his email and the phone call.

Cryptome asked Mr. Cindrich to send FOUO documents to show appreciation for helping the Army. Mr. Cindrich said that is contrary to authorized procedures.

Cryptome observed that there are thousands of FOUO documents available on the Internet and that it would boost the Army's public reputation to provide many more in order to eventually abandon the use of FOUO, SSI, PCII, LES and similar ineffective information control measures.

Mr. Cindrich said the Army needed to use FOUO in the manner businesses use "confidential business information."

Cryptome laughed at the analogy, said both are nonsense.

Mr. Cindrich said the Army needed to control information like copyright does.

Cryptome laughed again, said the government cannot copyright its information.

Mr. Cindrich said the Army cannot allow internal information to be released.

Cryptome said then classify it.

Mr. Cindrich said classification procedures are complicated and that if they are used on all internal information communication would cease.

Cryptome said, agreed, way too much classification is being done even as Obama orders more openness.

Mr. Cindrich said the Army is working hard to comply with the Obama order on openness, that his commanding general has ordered full compliance.

Cryptome said the Army and the general are to be commended. The problem was in the implementation of promises, that secrecy is increasing as more openness is promised, that it takes years for FOIA requests to be answered even partially and seldom fully.

Mr. Cindrich said he is ready to help anyone who wants to contact him. He thanked Cryptome for talking.

Cryptome thanked him for calling.
