Seriously consider a qbus pdp-11 with an 11/73 or 11/83 cpu. Even with 
2 rlo2s and a rx02 that system would be fitable to a 4ft rack. Fully
powered it would be well under 1000 watts.  

If you can find an micropdp-11 with an 11/73 cpu that gets much smaller
but the version of unix must support MSCP disks (2.11).
