The following policies regarding student auditing are made with 
reference to LRH ED 104 INT, 2 June 70, ONLY TRAINING GIVES LOW-
COST AUDITING FROM STUDENTS, and LRH ED 107 INT, 3 June 70, SEE 
THAT STUDENTS DO A LOT OF MUTUAL AUDITING.

Students (people who are on a course in Dept 11) may audit other 
students who have been enrolled and who have paid in full for a 
Scientology Level 0 or above or New Era Dianetics Course. They 
may also audit contracted staff members, Free Scientology Center 
pcs, or persons they procure off the street who are not org 
public.

Interns (persons who are on an internship in the Qual Division) 
primarily audit HGC public pcs, but they may also audit any of 
the above.

Students may not audit any public preclear who is a preclear of 
any organization (a preclear who has bought auditing from an 
organization).

The Chaplain or D of P may assign charity cases to students at 
the discretion of the org.

         FREE SCIENTOLOGY CENTER

The Free Scientology Center has been reinstated to provide an 
additional source of pcs for student auditors and interns.

The Free Scientology Center is now located in Div 6A, Dept 16D, 
Department of Introductory Services. This establishes a route 
into the org whereby raw public can be brought into the org, 
given free student auditing and sold Scientology services.

A student can always pick up a pc from the Free Scientology 
Center, briefly indoctrinate his pc on auditing and audit his 
checksheet requirement on the free pc. No effort need be made to 
follow the grade system on free pcs. The student is just expected 
to get a result with standard processes.

Students may audit local residents or anyone else in the Free 
Scientology Center for classification. They may of course audit 
anyone after graduation and, if for a fee, must charge at least 
as much as the full org price. They may of course, if qualified, 
audit friends and family free of charge.

The free pc is registered by the Free Scientology Center 
Registrar and signs the usual pc forms and waivers which must 
include an attestation that the pc is not an illegal pc per HCO 
PL 6 Dec. 76RA, ILLEGAL PCs, ACCEPTANCE OF, HIGH CRIME PL. 
(Illegal pcs may not be accepted for any auditing, including 
student auditing.)

            STUDENT SESSIONS

The Course Supervisor is to ensure that each student preclear's 
folder is C/Sed for each session to be given and that any needed 
Folder Error Summaries are done.

The Course Supervisor must make the auditing requirements of 
students and preclears known on a scheduling board so that 
student auditors can be assigned to preclears and sessions 
scheduled. Regular sessions may be scheduled during course hours 
besides any other mutually agreed-upon time.

                SUMMARY

There is no shortage of pcs. Students and interns can audit other 
students, staff, free pcs and public they procure off the street. 
Interns also audit in the HGC.

If you cannot get auditing done by students and interns to meet 
their requirements, then investigate to locate justifications for 
not doing so (Ref: HCOB 21 Jan. 60, JUSTIFICATION). If any false 
orders or advices exist as to why one cannot audit people, 
recognize that these ignore the fact that NO AUDITING AT ALL IS 
THE MOST MAJOR OVERT. Handle any false orders or advices with 
HCOB 7 Aug. 79, FALSE DATA STRIPPING, and Word Clearing, and if 
that falls use Ethics.

Get this PL in and student auditors and interns flat out on their 
course and internship auditing requirements. Get them graduating 
and public delivery going full blast.
