CARE OF CHILDREN From FO 3395 REGULATIONS AND LAWS, OBEDIENCE TO, by LRH: "A country has laws and regulations to coordinate its actions. "One does not seek to get around these or avoid these or find loopholes in them. That is COMPLICATED AND DISHONEST. "It is MUCH simpler to just know and obey them.There exist in most countries very specific laws and regulations regarding the care of children. Such include building code regulations, personnel requirements and qualifications, licensing, etc. These vary depending upon the nature of the activity involved (day-care center, boarding school, 24 hour child care, etc.). Estates Executives and personnel caring for Sea Org children are responsible for knowing and complying with such laws and regulations. A recurring breakdown in this area is the situation of too few staff to properly look after the number of children under the Org or Cadet Estates Org's care, and to meet legal stiuplations. It is more viable on both counts to be legal. Cover actions and hide-and-seek with officials put Scientology at risk and distract from our goals and purposes. Therefore the following policies take effect at once:
For example, the child care laws in California call for a ratio of one adult for every twelve children (over two years old) and a ratio of one adult for every four infants (under two years old). Thus, each PAC org would be required to send one staff member of recruit to the PAC Cadets Estates Org for every twelve children (over two years old) and one for every four infants (under two) belonging to their staff members. To ensure continuing legality the recruit would have to be sent with the first child of a group of four or twelve from that org. These policies would also apply to the number of children born into the Cadet Estates Org as well as to those children who arrive when their parents first join the Sea Org. Additionally, and as already stated in 2 above, children sent over to the Cadet Estates Org from an org whose mother or father is also being sent as part of a nanny quota, will also be counted as part of the number of children enrolled into the CEO from that org. To count these children on any other org's enrollment number, such as the CEO's itself (since the mother was sent over to be a nanny - which makes her CEO staff now) is a wrong target as acts as a hidden discount in which the CE0, the children and eventually the PAC orgs themselves will lose on. An example would be that an org wants to send over four children under two years old, and wants to give one nanny - which is correct application of the law. Yet if that nanny from that Org has two children herself and no other nannies are given then that org has routed in six children for the price of four! If the children originate from an org, then that org has the responsibility of supplying all the needed nannies. A FOLO or SO unit which cares for its own children is also bound by this FO to asign the legal number of staff to it. Estates Section for child supervision and training. This FO may, however not be used to allow for any form of musical chairs to occur between orgs and the Cadet Estates Org. CADET AND ESTATES ORG RECRUITMENT The porpuse of this FO is primarily to provide sufficient personnel to directly care for and supervise SO children. The Cadet Org or Estates Org HCO ramains responsible for filling the vital posts as necessary to the operation of a children's org and nothing in this FO may be used to condone or excuse the lack of recruitment.

COMPLIANCE The LRH Comm and HAS of each SO Org or unit must see that this FO is implemented in full. Estates Network Seniors, Cadet Estates Org Execs and LRH Comms must not accept ethics-bait, offloads or heavily PTS personnel to work with children. LRH has stressed this repeatedly. Sea Org children deserve better. They require competent staff who have the purpose and ability to develop and train our generation of Scientologists. Remember, the SO kids of today will be running this planet along with you and the rest of the current crews. So treat them well and hat them well, and very soon we'll all have a lot more help and that much more control on earth. Gives one something to think about, doesn't it!
