CARE OF CHILDREN From FO 3395 Regulations and Laws, Obedience to, by LRH: "A country has laws and regulations to coordinate its actions. There exists in most countires very specific laws and regulations regarding the care of children. Such include building code regulations, personnel requirements and qualifications, licensing etc. These vary depending upon the nature of the activity involved (day-care center, boarding school, 24 hour child care, etc.). Estates Executives and personnel caring for Sea Org children are responsible for knowing and complying with such laws and regulations. A recurring breakdown in tis area is the situation of too staff to properly look after the number of children under the org or Cadet Org's care, and to meet legal stipulations. It is more viable on both counts to be legal. Covert actions and hide-and-seek with officials put Scientology at risk and distract from our goals and purposes. Therefore the following policies take effect at once:
For example, the child care laws of California call for a ratio for one adult for every five children (under 16 years) and one adult for every four infants (under 2 years). Thus, each PAC SO Org would be required to send one staff member of recruit to the PAC Cadet Org for every 5 children (under 16) and one for every 4 infants (under 2) belonging to their staff members. To ensure a continuing legality the recruit would have to be sent with the first child of a ew group of 4 or 5 from that Org. These policies would also apply to the number of children born into the Cadet Org as well as to those children who arrive when their parents first join the SO, and also to the number in the Cadet Org. A FOLO or SO Unit which cares for its own children is also bound by this FO to assign the legal number of staff to its Estates Section for child supervision and training. CADET AND ESTATES ORG RECRUITMENT The purpose of this FO is primarily to provide sufficient personnel to directly care for and supervise SO children. The Cadet Org or Estates Org HCO remains responsible for filling other vital posts as necessary to the operation of a children's org, and nothing in this FO may be used to condone or excuse the lack if such recruitment. COMPLIANCE The LRH Comm and HAS of each So Org or unit must see that this FO is implemented in full. If an org recruits, and avoids signing up families with numerous children, there will be no difficulty in maintaining legal security and the well-being of our children. Estates Network Seniors, Cadet Org Execs and LRH Comms must not accept ethics-bait, offloads or heavily PTS personnel to work with children. LRH has stressed this repeatedly. Sea Org children deserve better. They require competent staff who have the purpose and ability to develop and train our next generation of Scientologists. Remember, the SO kids of today may be well your parents tomorrow. Give one someting to think about, doesn't it.
