THE ORGANIZATION OF CHILDREN IN LAND BASED UNITS
As Sea Org members with children may now be posted in land-based So units
and orgs, it is important to establish policies on which correct
organization and action can be taken to care for both parents and children.
DEFINITION
- CADET: Any young person who has completed Staff Status II and AB
Checksheet and has a post which he is holding in the Sea Org and who
has a good ethics record.
- CHILDREN: People who cannot handle an org or unit post. He or she
is not on the payroll.
- Babies/Small Children: People who are under 6 years of age who are
not Cadets.
CHILDREN'S ORGANIZATION
- Children (per definition above) are cared for by a
"Governess", separate from Cadets, Small Children or
Babies.
- A nursery exists for the care of Small Children and Babies - The
In Charge is the "Nanny". The Nursery is located in the
Estates Section, Office of LRH. Small Cadets who are awarded Play Time,
may do so in the Nursery.
- No Children of non-Sea Org parents may use the Nursery facilities
or be cared for by the Governess.
- Children, Babies and Small Children may not be left untended on
org premises, with or without their Nanny or Governess - although a
visit of short duration, while under good 8c from Nanny of Governess,
is permissible.
- Discipline and care of Children is by the Governess per FO 1630.
- Discipline of Small Children is by the Nanny per FO 3168.
- Cadets are handled as SO crew by the MAA.
- Children and Cadets may attend public or state Schoos in their
area, but a tutor must be provided to assist the students after school
hours to handle any confusions encountered in the school materials.
Full standard Study Tech is used.
Children and Cadets may NOT be allowed to have losses in their
education due to poor study systems in public schools.
- Studies done in the org or unit must be checksheet with full
course Supervision and Study Tech.
PARENTS COMMITTEE
- A Parents Committee is formed in each SO org and unit consisting
of all SO members with Children, Small Children, babies and Cadets
under the care of the org or the unit. The Parents Committee is posted
on the Org Board as an advisory body under the
LRH Comm in the
Office of LRH.
- Officers of the Committee are elected by the Committee from its
members. Officers elected are:
(a) President - acts as Chairman
(b) Vice President - is Deputy to the President.
(c) Treasurer - handles any finances required for special projects of
events and keeps finance records of the same.
(d) Secretary - takes minutes, keeps Committee records, acts as
Planning member where required, records Committee stats.
(e) MAA - takes
roll, ensures all members present, does infestigation
as required by president or Committee.
- THE PURPOSE of the Parents Committee is to iron out Nursery
facilities and ensure the proper care and upbringing of Cadets,
Children, Small Children and Babies of Sea Org parents.
- THE IDEAL SCENE of the Parents Committee is SO Parents taking
active interest and concern in their youngsters and seeing to their
care, education and production as assets to the Sea Org and valuable
Beings.
- THE PRODUCT of the Parents Committee is adequate safe clean and
hygienic facilities for youngsters, and bright happy healthy and
capable young people who will become upstat Sea Org members.
- THE STAT of the Parents Committee is:
(a) Total square feet of clean hygienic and save space used for
children care that week - can include outdoors areas and successful
field excursion spaces. Stat to be provided by Estates Officer each
week.
(b) Total number of healthy happy youngsters provided with good care
that week, using a scale of points:
0 = Unsatisfactory
1 = Satisfactory
2 = Good
3 = Excellent
Each parent is to interview his child daily and determine the points.
Points are submitted to the Secretary who totals and graphs each
week.
- Any parent whose child's care has been unsatisfactory must do a
Situation-Why-Handling eval and present to the Parents Committee.
- All decisions for facilities and care of the children not covered
in extant FOs or issues must be passed by the Parents Committee before
implementation.
- Any member of the Parents Committee may submit CSW to the Committee
for improvement of conditions of their children. Such proposals must
be within the economical capabilities of the org or unit and are
forwarded either to the C/O for authorization and issue or direct to
the Estates Officer, depending upon the magnitude or gravity of the
action proposed.
- The Parents Committee is held responsible for the conditions and
well being of their children despite whoever in the org or unit is
caring for them.
- The Parents Committee is held responsible for the proper
organization of the children as covered above and in extant Sea Org
policies and FOs.
- Anyone complaining about child care, education or conditions who
has not used and supported the Parents Committee fully may be
Comm Eved.
The charge in all such cases is "Spreading discontent to encourage
disaffection and desertion."
- The Committee meetings of the Parents Committee are called and
presided over by the President of the Committee. Failure to call such
meetings in the presence of poor child conditions shall be construed
as desiring such bad conditions to exist, and is subject to Comm
Ev.
- Routine Faminly Time schedules may be determined and passed by the
Parents Committee and issued and activated upon the approval of the C/O
and LRH Comm. All such schedules must have a clause concerning the
post condition of the individual parent. Upstat crew have highest
priority for Family Time privileges.

CHILDREN AS ASSETS
In the American society exists a degraded contempt for children. Adults
regard them as "dear little cute things". God damn them.
This attitude is not allowed in the Sea Org
THE YOUNG PEOPLE OF A SOCIETY ARE A ASSET AND MUST BE CARED FOR AND
PROPERLY BROUGHT UP AS VALUABLE BEINGS. THOSE WHO DECIDE TO JOIN THE SEA
ORG AND BE PAR OF TEAM MUST BE ALLOWED TO DO THEIR BEST.
