EXECUTIVE DIRECTIVE 17 JANUARY 1979 CMO PAC ED 244 To: All PAC SO Staff "CONFIDENTIAL MARRIAGE CERTS" It has been found that the use of "Record of Church Marriage" forms (more commonly called Confidential Marriage Certificate) is being promoted and used by persons getting married. The Civil code on this is 4213. Section 4213 of Civil Code states in part: 4213. When unmarried persons, not minors, have been living together as man and wife, they may without a license, be married by any clergyman, without the necessity of first obtaining health certificates. A certificate of marriage shall be filled out by the parties to the marriage authenticated by the clergyman performing the ceremony. The certificate shall be filed by the clergyman with the office of the county clerk in the county in which the ceremony was performed within four days after the performance of the ceremony. The county clerk shall maintain this certificate as a permanent record which shall not be open to public inspection except upon order of the superior court issued upon a showing of good cause." As SO members are not to live together as man and wife prior to marriage, the use of this form does not apply to us. To have said that you were living together as man and wife when you weren't is a false report, therefore making the certificate void. It is further noted that this is out PR for the church (unwed couples living together). As SO members, we are putting IN ethics on this planet, not contributing to out-ethics. Therefore, any persons who have used this form as their, marriage certificate when they were not actually living together as man and wife prior to their marriage, have a 3 week TM to make their marriages fully legal. This also applies to anyone who just had a Scientology wedding and not a legal one. Compliance is to be reported to the CMO 2D Handling PAC Pgm Ops. After the 3 week TM is up, any persons who have not complied with this order will immediately be moved into seperate dorms including all mest as a penalty. This TM begins with the date of issuance.
