4 January 1980 CMO ED # 502 TO: ALL PAC STAFF AND PARENTS CADET ORG REORGANIZATION Dear All, The Cadet Estates Org was established by a mission as a functioning org taking care of children (Cadets) up to the age where they became old enough to be place in the "Cadet Org". The "Cadet Org" in the past has been an ill-run, out-ethics, criminally neglected area wich wasn't being handled. Consequently the "Cadets" weren't becoming: "Competent, happy and well and children who are a credit to the Sea Org and are resources." LRH. So the "Cadet Org' was put under CEO per the following LRH references: "...So what I've got plotted is an actual childs' , a Cadet Org, that is seniored by adults but which has a channel which solves that why, so that no order is passed except through the C0." LRH "An order cannot be passed directly to a child, not even, 'Johnny wipe your nose ... That's it..." - LRH. "The quarters you are looking for are quarters for the Gadet Org. It will be a 7 Div Org headed by adults and below exec level manned by children who have actual posts ... The cross order scene is then handled". - LRH. "You want quarters where you can have a baby care unit, dormitories, kitchens, and moderate space for the Cadet Org desks, auditing and Qual functions." - LRH. Therefore the following to established:
Cadets will be receiving Scientology training as well as regular schoollng (3R's) and once they have passed their checksheets will be posted at the Cadet Org with real posts and become "...a credit to the Sea Org and are resources." - LRH. So that's what LRH states and that's what is being done and formed with no arbitraries.
